New Surfacing Business Manager – Wellington
About the Role
As our business continues to grow, we’re looking for a skilled and driven New Business Manager to join our Surfacing Division. This critical role combines estimating and pricing expertise with business development and leadership. You will oversee surfacing tenders, quotes, and client relationships, while also driving sales, marketing, and growth strategies to ensure PCL maintains its competitive edge while continuing to expand its customer base.
Key Responsibilities
• Manage all chip seal and asphalt surfacing quotations, pricing submissions, and tenders.
• Build and maintain strong client relationships, ensuring repeat business and identifying new opportunities.
• Develop and implement sales and marketing strategies to win new contracts, expand market share, and enhance brand visibility.
• Conduct regular market analysis to evaluate competitiveness and set pricing strategies
• Oversee contract management processes and collaborate with operational teams to deliver projects safely, on time, and within budget.
• Collaborate with contract / project managers and site teams to ensure accurate take-offs and estimations.
• Drive continuous improvement in health & safety, quality, and environmental practices.
• Deliver high-quality, timely submissions with an emphasis on accuracy and value.
• Creates a strong data base with project attributes, methodologies, broader outcomes etc for future tendering
• Support business growth initiatives through strategic and responsive estimating practices.
• Ensures responsibilities are delivered in line with PCL’s critical success factors
• Monitor and report on financial performance, budgets, and project profitability.
• Targets promotion of PCL’s values through tender and conversation with clients
• Strengthen and mentor the team, supporting professional development and a high-performance culture.
Required Skills & Qualifications
• Minimum of 5 years’ experience in estimating, business management, or project management within asphalt, chip seal, or civil construction.
• Proven ability to manage multiple tenders, pricing tasks, and business development initiatives simultaneously.
• Strong commercial awareness and analytical skills to assess market trends and competitor pricing.
• Excellent interpersonal skills with a natural ability to build and maintain client relationships.
• Self-motivated and highly organised, capable of working efficiently and autonomously.
• High attention to detail with a commitment to quality in all aspects of work.
• Formal qualifications in Civil Engineering, Quantity Surveying, or Construction Management are advantageous but not essential.
